As a substitute to the House approved long-term continuing resolution (CR), the Senate has released an omnibus FY 2011 spending bill, the FY 2011 Consolidated Appropriations Act.
The omnibus bill includes an increase of $840 million for Head Start over FY 2010 enacted levels (which exclude ARRA funding) versus a $314 million dollar increase in the CR. An increase to childcare funding of $681 million over FY 2010 levels and over the $347 million included in the CR. This additional funding would allow Head Start to continue to serve 60,000 children and families and continue to allow 45,000 working families receive childcare subsidies.
