Day 6 of WHSA's 20-Day Comment Challenge: program year hours

Day 6 of the 20-Day Public Comment Challenge: Program Year Hours

Today’s Prompt:

The minimum program year would drop from 1,380 hours to as few as 128 to 160 days. Say what your schedule or your program’s calendar requires, and what a much shorter year would do to it.

Day 6 Prompts for the Action Alert

Staff: “I am a [role] at [program]. A shorter year would change [my hours, my pay, what families lose].”

Parent: “I work [your schedule]. If [program] cut to 128 days, [what happens to your job, your other children, or your household].”

Community Partner: “As [title] at [organization], families who lose a year of Head Start turn to [your service]. We [can or cannot] absorb that demand.”

Where it says that: The current rule at 45 CFR 1302.21(a) sets 1,380 hours a year for center-based preschool. The proposed rule allows as few as 128 to 160 days, the minimum used in 1994.

This is one of 20 daily prompts. You don’t have to wait, browse them all and submit on any prompt that fits your situation, anytime between now and October 6. See the rest on the 20-Day Comment Challenge page.

Wondering how public comments help? Watch a 3-minute explainer

This short video walks through what the proposal would change, why it matters, and exactly how to submit a comment, even if you’ve never done this before.

How to leave an impactful comment

You don’t need to be a policy expert to submit a strong comment, and you don’t need to cover every issue in the proposal. In fact, a comment that focuses on one thing is often more powerful than one that tries to address everything.

  1. Focus on one area of the proposal you feel most passionate about.
  2. Add a short, real story about how that change would affect you, your child, or your classroom.
  3. Submit it before October 6, 2026.
