The Institute for Research on Poverty (IRP) at the University of Wisconsin Madison published Wisconsin Poverty Report: New Measure, Broader View, the second annual report aimed to accurately define  the extent of poverty and to reflect the resources and need in Wisconsin by using a Wisconsin-specific poverty measure which takes into account (in addition to the official measure using pre-tax cash income) the effectiveness of federal and state antipoverty policies such as nutrition assistance (FoodShare) and the Earned Income Tax Credit (EITC).  The report reports data and trends for 2008.  The report revealed higher rates of poverty statewide, for children, and for the elderly by using the modified measure versus the official poverty measure.
