SUMMARY: The Head Start Director has total responsibility for planning and administering the Head Start, Early Head Start, and Child Care Partnership Program. To act as an Ambassador to the Agency and to reflect all Agency matters in a positive way.

REPORTS TO: Chief Executive Officer

FLSA STATUS: Full Time, Exempt – Administrative

ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following.

· Coordinates development and implementation of Head Start Program goals within the Department of Health and Human Services guidelines.

· Interprets all governmental regulations pertaining to Head Start.

· Approves and monitors implementation of policies and procedures based on Performance Standards and governmental regulations.

· Prepares all grant applications.

· Develop and manage Head Start/Early Head Start/Child Care Partnership budgets.

· Serves as a liaison between the Head Start/Early Head Start/Child Care Partnership Program, ICAA Full Board of Directors, Policy Council, and community agencies.

· Reports Program status to the Chief Executive Officer on a regular basis.

· Develops and implements an on-going evaluation system to ensure quality control of the total Head Start/Early Head Start/Child Care Partnership Program.

· Ensures career development opportunities for parents and staff.

· Ensures in-service training for all staff.

· Reviews and makes recommendations on personnel actions such as employment, retention, promotion, and termination.

· Supervises and evaluates service area coordinators.

· Provide periodic reports requested by the Administration for Children and Families,

Regional Office, and other agencies.

· Provide support and leadership to all staff.

NON – ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Attend and participate in workshops, seminars, etc., to keep abreast of current changes.

· Responsible for active supervision of all children during Head Start/EHS/CCP activities.

SUPERVISORY RESPONSIBILITIES: Head Start Assistant Director, Education/Disabilities Coordinator, ERSEA/Family Services Coordinator, Health/Nutrition Coordinator, Facility/Transportation Coordinator, and FiscalProgram Assistant

QUALIFICATIONS: To perform this job successfully, an individual must have the administrative and communication skills to establish and maintain effective working relationships with the public, parents, and staff. EDUCATION: The individual in this position must have a Bachelor’s degree and five years of administrative experience or equivalent experience and knowledge of principles of management, child development theories and practices, supervision of staff, and expertise in fiscal and program management.

CERTIFICATES, LICENSES, REGISTRATIONS: Valid driver’s license with current vehicle insurance. Documentation of degree. Transcripts of post secondary education.
