Jule Sugarman had a distinguished career in public service and administration. He was likely best known for his roles as architect, manager, and director of Head Start under Sargent Shriver during the Johnson administration. He died of cancer on November 2.
His obituary in the Washington Post provides a great outline of his involvement with the creation and implementation of Head Start in 1965.
Dr. Edward Zigler, a fellow Head Start founder, said that Head Start “would have never gotten off the ground, I do not think, without Sugarman.” Mr. Sugarman was not a specialist in child development, but “he was smart and he was a magnificent administrator,” said Dr. Zigler.
