Overview:
Responsible for Head Start family support and engagement, father engagement, community collaborations, governance, health services, ERSEA, and general management of the Next Door Head Start (HS) program. This position will oversee home-based operations and ensures all federal and state regulations are followed.
Responsibilities:
- Oversee the planning and implementation of the HS program in accordance with the Head Start Standards and State Licensing.
- Ensure compliance with requirements of funding sources.
- Schedule and prepare written reports for the Program Committee, Policy Council and Parent Committee.
- Provide written and oral presentations to the Next Door Foundation Board of Directors and Executive Director as needed and/or requested..
- Ensure coordination with internal resources and contractual resources for health, services, family support and other services as needed.
- Participate in fund development activities
- Coordinate with Educare, Early Head Start, Charter School and other NDF programs.
- Participate and contribute to the Next Door Foundation Executive Team meetings and activities.
- Analyze information and data from internal and external sources to set program goals and objectives
- Participate in the implementation of the HS Monitoring plan, policies and procedures and service plan
- Participate in a leadership manner on one of the strategic directive teams.
- Collaborate with EHS directors and HS managers to develop and implement Next Door’s PFCE goals.
- Implement annual HS / EHS self-assessment.
- Support the Executive Director in the development of the Community Needs Assessment
Supervision of Staff
- Hire, supervise, monitor and evaluate HS family support staff, ERSEA, and fatherhood staff.
- Manage health services contract for nursing staff.
- Provide direct supervision to family advocate supervisors, ERSEA, health staff, fatherhood, administrative staff and other staff as needed.
- Collaborate with HR to ensure all staff meet state, federal and local requirements for health, training and experience.
- Provide an orientation to the HS Performance Standards to all new home visitation, ERSEA, family support, fatherhood, and health staff.
- Facilitate weekly and bi-weekly meetings with component area staff – including home visitation staff
Budget
- Work with Fiscal Director to manage the budget for Head Start,
- Participate in fund development activities and grant writing
Program Operations
- Manage the day-to-day operations of the Head Start program.
- Support staff to ensure all 45 and 90 day HS requirements are met.
- Meet with community partners to facilitate collaboration with community partners providing childcare for HS children.
- Collaborate with the Educare / EHS Director, EHS Deputy Director, Principal and School Readiness Coach in designing and implementing the EHS / HS School Readiness Goals.
- Develop and implement monitoring plan, policies and procedures and service plan for HS programming that meets HS Performance Standards.
- Develop and implement through collaboration with the Educare / EHS Director and EHS Deputy Director the Parent, Family and Child Engagement goals.
- Supervise and ensure the functions of the ERSEA team in recruiting and enrolling children meet and exceed HS Performance Standards.
- Ensure full enrollment in both home base and center based HS
- Ensure 85% attendance in all ND HS classrooms.
- Support child transitioning plans
- Support transportation staff
Community Partnerships
- Meet and make presentations to funders, media and the public at large
- Maintain effective partnerships with HS child care partners
Other
- Support the Senior Leadership Team and members as requested by the Executive Director
- Perform other duties as assigned by the Executive Director.
Qualifications:
- Masters Degree in Education, human Services or related field required, At least 5 years of supervisory experience managing multiple sites.
- Knowledge of Head Start Standards and home visitation guidelines.
- Knowledge of early childhood development, assessment and evaluative methods and tools.
- Excellent written and verbal skills Excellent interpersonal skills
- Ability to motivate staff and facilitate staff development
- Ability to work with minimal supervision
- Ability to manage in a complex organizational structure
- Ability to manage in a high intensity environment
- Strong time management and leadership skills
- Ability to work in with culturally diverse families and low-income families
- Valid driver’s license and liability automobile insurance meeting agency standard.
