In April, 2011 Administration for Children and Families (ACF) leadership released a joint statement to state child welfare leaders, child care directors, and Head Start directors encouraging robust collaboration between state early childhood and child welfare system, specifically “to come together across agencies to build successful collaborations that improve outcomes for young children in or at risk of entering the child welfare system.”
Accompanying the statement was a Tip Sheet for Early Childhood-Child Welfare Partnership on policies and practices that promote educational stability and success for vulnerable young children and their families. The Tip Sheet covers existing policies and programs that promote access to high-quality, stable early care and education for children in the child welfare system and also opportunities for further strengthening collaborations between early childhood and child welfare systems.
