On July 15, the House Appropriations Subcommittee on Labor, Health and Human Services and Education passed FY 2011 funding legislation including a $700 million increase for the Child Care and Development Block Grant (CCDBG) and an $866 million increase for Head Start over FY 2010 appropriation levels. Comparably, the Subcommittee’s mark CCDBG appropriation is $100 million less than the President’s request and the Head Start appropriation is $124 million less than the President’s request. Next the full House Appropriation Committee would meet to approve the Subcommittee’s proposed legislation.
Meanwhile, on July 27, the Senate Appropriations Subcommittee on the Departments of Labor, Health and Human Services and Education Committee passed its FY 2011 funding legislation that includes $8.2 billion for Head Start, an increase of $990.3 million over FY 2010 appropriations, and a $1 billion increase for CCDBG. This Head Start allocation would allow Head Start programs to maintain increases in families served through American Reinvestment and Recovery Act (ARRA) funding in FY2009 and FY 2010. The Senate’s bill also invests $300 million in an Early Learning Challenge Fund. This bill was approved by the Senate full Appropriations Committee on July 29. Next the proposed funding will be considered on the floor.
